The runners must be sent a strong message that crime does not pay and will deter
them from accepting so-called "easy money" from scam syndicates in future.
If the SPF cannot catch the mastermind, then round up the runners/mules till nobody would dare to work for the scam syndicates.

The SPF cannot lay flat and do nothing, so they can only try to hurt the syndicates as much as possible by arresting their mules/accomplices.
 
Still, what did the scammer gain from making the vendor lose money?
The vendor didn't fall into the trap of ordering and paying for additional supplies he would have needed to fulfil a bigger order. The trap lay in the stallholder paying money using a link from the scammer; he would have ended up paying for supplies he would not receive and preparing food he would receive no payment for.
