increase food production, minerals extraction, build up infrastructure, buy up land, build up smart cities there, increase population by handing out keys to govt built and subsidized top notch housing to young iranians (almost for free or at a minimal price), build schools hospitals transport telecoms manufacturing IT space exploration marine offshore engineering biotech etc etc centres, unis fund R&D, groom young talents in R&D, you are good to go.
Can Iranians do that? the iranian regime so far in last 4 decades has not exhibited any ability to achieve superlative socioeconomic feats, not within Iran. and the Iranian diaspora has not outperformed the rest of the world anywhere else either. a genetic and quantitative limitation is there certainly. tiny countries can only produce so many talents.
but if any tiny iranian country or neighbour like bahrain or azerbaijan could prove that they could swiftly develop themselves into a knowledge based country, advanced country in a rather short space of time then we might say there is great hope for iran.
