I REFER to the article "CDCs gear up for uncertain economic climate" (Aug 11), which stated that the five Community Development Councils saw 14,179 people seeking help in the second quarter, a 34-per-cent jump from the same period last year.

That more Singaporeans are seeking financial aid - despite good economic growth, job creation and wage increases - should serve as an alarm.

At this rate, the number seeking assistance this year would be more than the 55,600 last year and maybe the 62,300 in the 2009 recession year.

If we add those who apply for financial aid to the families already getting assistance, how many in total are receiving help now?

Last year, the CDCs approved 71 per cent of applications for financial aid, up from 67 per cent in 2009. How many families have ever applied, including the unsuccessful ones, since Comcare was introduced six years ago?

As it stands, 200,000 people have been helped by Comcare so far - it was said at the National Day Rally - which I feel is a fairly large proportion of the population to have ever been in financial difficulty.

So we should not be complacent as we attribute the pick-up in the second quarter to the enhanced income eligibility criteria of the two subsidy schemes for kindergarten and childcare fees.

Families do approach and apply for these schemes directly through the childcare centres, without going to the CDC. If they also go to the CDCs, it may mean they need other financial assistance as well.

Finally, I am puzzled that Central CDC is seeing more sign-ups for Cash Up (Cultivate a Savings Habit), which was launched in April and gives needy families up to S$1,000 in matched savings if they apply money-saving tips learnt in financial literacy workshops.

I have been doing volunteer financial counselling for the needy for about a decade, and families who seek assistance do not generally have enough money to make ends meet.

For instance, SALT magazine (June 15) featured a couple with seven children who signed up for Cash Up. The husband earns about S$800 monthly.

How many of such very low-income families who sign up will be able to save more in order to get the matched savings at the end of the nine-month programme?

SINGAPORE : The North West Community Development Council (CDC) has added S$280,000 to its Food Aid Fund, bringing the total amount raised for the charity to S$740,000 over the past three years.

The latest amount for the Fund was raised through a golf event - Club-100 @ NorthWest Golf 2011 - organised by the North West CDC.

The money will benefit 2,300 families in the district.

Each year, the CDC needs close to S$550,000 for its Food Aid Fund, which helps an average of 800 needy households every month.

The district's Mayor, Dr Teo Ho Pin, said the Fund is one way the CDC is going beyond the national ComCare network, to help the needy through local help schemes.

Dr Teo said: "I would say that over the years, we have helped thousands of families in providing food rations to them on a monthly basis. So we would like to encourage more donors and philanthropists to come forward to North West CDC to make contributions so we can help the needy and further strengthen our social safety net."

Dr Teo started Club-100 @ NorthWest three years ago as a network for individuals and corporations to pledge donations to the needy.

Since then, the club has grown from 10 to 300 members, who each donate S$100 or more every month.

For every S$100 donated, two needy households each get a food ration pack and food voucher.

<!-- END social media sharing functions --> Residents in the central district can expect to receive more help to cope with the rising cost of living and the repercussions of a possible recession. The Central Community Development Council (CDC) has set up a Recession Economic Assistance Package (REAP).

This was announced by the CDC's Mayor Sam Tan at the district council's appointment ceremony on Saturday.

The package will be rolled out immediately should a recession hit Singapore to provide quick temporary relief to retrenched workers and their families.

The CDC declined to reveal the size of the package but it is believed to be a substantial amount. Residents can expect help in the form of items such as transport and grocery vouchers.

Mr Tan said the CDC is drawing on past experiences to brace for the future.

He said: "Learning from the last recession, where we received an average 40 per cent increase in residents seeking help, we have built our capacity to respond in various ways. In the pipeline are initiatives like SMS job referrals and mobile recruitment events that will multiply our outreach to residents who are seeking employment should a sudden downturn take place."

The CDC also has plans to increase the number of mobile job recruitment events and put in place an SMS job referral programme to help displaced workers.

In addition, a pilot satellite centre offering one-stop service for residents will be set up in Tanjong Pagar GRC later this year. This is to provide timely and flexible services to the residents. The new satellite centre will serve the elderly and low-income residents of older estates like Queenstown and Redhill.

To further strengthen the social safety net, S$1 million will be set aside over the next three years under the ComCare local network. This amount will be parked under various funds, such as the Community Fair Fund and Project Link Fund.

How many taxpayers are there in Singapore? Any statistics available? Imho, if you don't have to pay tax (unless your income comes in the form of exempt dividends), you're poor.
 
As most of the items on Amazon.com is way cheaper than actually buying it in sinkapore, sinkees who pays income tax are actually paying a second tax.

The sinkees you mentioned at these places are eclipse by the number of sinkees on some kind of half fuck welfare (200k). Two separate groups. Plus the sales at IT fairs and other sales only shows how desperate one is to line up for hours for a free sd card or a lousy 30 bucks off deal. Amazon still cheaper than any IT sale in Sinkeeland. People who got real cash like me no need to go and sardine myself at such events.

SINGAPORE: The government is increasing funding and introducing programmes to get more senior citizens and needy Singaporeans to embrace Infocomm Technology (ICT).

Acting Minister for Community Development, Youth and Sports Chan Chun Sing said the Infocomm Development Authority (IDA) will raise the income cap for needy households from the current S$2,500 to S$2,700 from November.

He said this will enable more needy households to benefit from owning a brand new computer at an affordable price.
About 31,000 households have benefitted from the scheme since it was launched in November 1999 .

Major-General Chan said more help will also be extended to needy students from households with an income of S$1,800 and below.

He said schools will be given more autonomy from the third quarter of this year to buy devices and software to suit the specific learning needs of students from low-income families.

Speaking at Silver Infocomm Day on Saturday, which aims to encourage senior citizens to embrace ICT, MG Chan also announced initiatives for the elderly.

He said that with the growing popularity of tablet PCs, the IDA has extended its Silver Infocomm PC Incentive Scheme to cover tablet PCs.

It'll introduce iPad courses from October to enable more senior citizens to adopt ICT on the move.

It'll also work with industry partners to pilot smartphone workshops for senior citizens in the later part of the year.

New topics such as Facebook and blog creations have been added to the curriculum.
