A Bangladeshi cleaner who was sentenced to 27 months’ imprisonment for cheating on Wed (13 Feb), indirectly revealed the extensiveness of foreign workers willing to flout work permit rulings so as to earn extra income by working illegally.

The Bangladeshi cleaner, Shobhan Haider Rupu Ayoub Ali, 29, deceived 30 of his fellow countrymen by first promising them work at other places to earn extra income. He would then ask the victims to submit their original work permits, which the victims possessed for the jobs they are legally working in. He then disappeared and proceeded to sell these genuine work permits for income.

The Court heard that he made $2,500 by selling the permits to another Bangladeshi. These genuine permits are usually resold to other foreigners who may need it for illegal purpose.

Shobhan Haider launched his scam on 2 Jan when he tricked 5 men into handing over their work permits by promising them jobs at the Star Vista shopping mall. He later cheated 25 others after claiming he could get them part-time jobs at the Marriott Hotel in Orchard Road.

On one occasion, 2 of the victims met his outside the Marriott Hotel. He then conned them to give him their work permits for the purpose of exchanging into hotel security passes. He disappeared inside the hotel and fled through a side door.

Pleading for a lenient sentence in court, Shobhan Haider said he resorted to crime because he was in desperate financial straits after being injured while working as a cleaner. He said he had applied for workmen’s compensation but the matter is still pending.

Nearly all the foreign workers on work permit borrowed money to pay the hefty ‘agent fees’ in order to get jobs in Singapore. Hence, it’s not surprising that many would want to earn extra income by doing more part-time jobs on the side. Then we have foreigners like Shobhan Haider who was willing to commit crimes when his financial situation became desperate.

Note that for work permit holders, they are not allowed to work for multiple employers. They are only allowed to work for the employer and in the specified occupation as permitted in the work permit:

A Work Permit (WP) is generally issued to foreign unskilled workers.
The duration of a Work Permit is generally two years, subject to the validity of the worker’s passport, the Banker’s/Insurance Guarantee, and the worker’s employment period, whichever is shorter. The worker is only allowed to work for the employer and in the specified occupation.
Even though only Shobhan Haider was convicted, those 30 foreign workers who surrendered their work permits to him would have potentially broken Singapore’s labour law if they had really obtained part-time jobs through him.

This has been going on for a very long time, MOM in recent years have closely monitored this, but still there are cases like this. Please do not pity the FT too much, they are much more resourceful in making money than an avereage SINkees. So, do not fall for their sob stories!.
