Rag-and-bone man fined $150 for smoky van

The rag-and-bone man sends his 16-year-old van for mandatory checks every six months.
But Mr Toh Chuan Kor (above), whose diesel-run Toyota Hiace had been caught on camera emitting smoke, received a letter from the National Environment Agency (NEA) on April 27, informing him that he had been hit with a $150 fine.
The 62-year-old sent his vehicle to a qualified mechanic for checks two days later, and was told that there was nothing wrong with it. He also sent it for a check with inspection centre Vicom, where it was also certified roadworthy.
An NEA spokesman said that despite passing the mandatory periodic inspection, the vehicle could still emit visible smoke due to various reasons like overloading.
