Like to find out more

1) If i have a criminal record, can i still migrate to another country ? Will they accept me ?

2) If i own a house in SG, I need to sell first then migrate ? When can I get my CPF money out ?

3) Is Vietnam, Thailand or China a good choice ? How about USA ?

4) Do i need to put any deposit or show my bank account statement ?

5) If once i decided to migrate, do i apply in Singapore or go there then apply ?
 
1) Though a Police clearence cert is required from your country of origin, all destination countries will consider criminal records and not outright disqualify you.
2) Only when you have an acquired a citizenship of your new country and renouce that of Singapore
3) Very much up to you. 1st world countries except for the USA have comprehensive safety net (welfare) USA has the basics. 3rd world countries generally don't have a migration welcome policy so acquiring citizenship might quite onerous. 3rd world countries already have too many citizens so other than marriage, very little info is available.
4) Get the application forms over the Internet or go down to the High Commission and get a hardcopy for couple of bucks. All the relevant FAQ are found on the net.

Pt 2).

If you have enough funds to migrate, you do not have to force sell anything unless you need the money. You can leave yr property for rental while abroad. No law says you can;t own a property if you are migrating. Even HDB if you have lived more than 5 years, you can rent it out.

You can own a HDB if you migrate but I don't think you'd be able to still own it if you renounce your Singapore citizenship, you might have to sell it off, but then again, I'm not very sure about this. Maybe someone who knows something about this could throw some light?
 
Not sure if this is helpful or relevant but you can occupy a HDB property with your children or parents even if you are a non-citizen provided at least one of you is a singapore citizen. You need a social visit pass.

But you might like to contact HDB on this. They are the experts.
