塔斯社援引俄罗斯《导报》发布的消息称，俄政府建议“胜利”航空公司考虑购买30架国产MS-21客机代替波音737 MAX。佩斯科夫对此发表评论称，这个问题完全属于政府的管辖范围。
他强调：“总统的立场是一贯坚定的，他始终建议支持本国航空工业，强调其必须符合所有国际高标准。”
报道称，俄罗斯国际航空公司总经理维塔利·萨维利耶夫对记者表示，如果波音737 MAX系列飞机的安全问题不能在11月预定交付期前解决，该公司下属的廉航“胜利”航空公司将采购其他飞机取而代之。
3月14日，俄联邦航空运输署决定在另行规定之前停飞波音737 MAX 8和737 MAX 9客机。
萨维利耶夫说：“如果飞机不能百分之百保证安全，谁也不会要它。‘胜利’航空公司不会在今年11月前收货。在此之前，要么波音公司解决737 MAX的安全问题，要么我们购买其他飞机。”

He stressed: "The president's position is consistently firm. He always recommends supporting the national aviation industry, emphasizing that it must meet all international high standards."
According to reports, General Manager Vitali Savilyev of Russian International Airlines told reporters that if the safety of the Boeing 737 MAX series cannot be resolved before the scheduled delivery period in November, the company’s low-cost airline "victory" Airlines will purchase other aircraft instead.
