Jerry Brown Will Probe Huge Government Salaries in L.A. Suburb

Three suburban city officials in Southern California got the attention of Attorney General Jerry Brown and were forced to resign after published reports revealed their combined salaries exceeded $1.63 million.

Bell, Calif. Mayor Oscar Hernandez defended the workers Friday, saying their pay was in line with the norms for their positions, according to the Los Angeles Times, which broke the story. But Hernandez also apologized to residents of the city of 40,000. "We recognize that today's economic climate and the financial hardships so many families are suffering put our past compensation decisions in a new light."

City Manager Robert Rizzo, who made $800,000 annually, Police Chief Randy Adams, paid $457,000, and Assistant City Manager Angela Spaccia, at $376,288, all resigned after a closed session of the city council. As part of the deal, the officials will not get severance packages, the Times said.

Brown, a Democrat who is running for governor, said the salaries were "shocking and beyond belief." He said his office and CalPERS -- the state pension fund -- would investigate to determine whether any "Illegality, self-dealing, or other improper activity" occurred in Bell city government in connection with the pay packages.

The scandal over sky-high paychecks in the Southern California city of Bell got another strong reaction from Sacramento Tuesday, with the state announcing that the salaries of municipal officials will be available on the Internet.

California Controller John Chiang said he would overhaul financial reporting requirements for cities and post the salary information on his office's website beginning in November, The Los Angeles Times reported.
"The absence of transparency is a breeding ground for waste, fraud, and abuse of taxpayer dollars," said Chiang. "A single website with accessible information will make sure that excessive pay is no longer able to escape public scrutiny and accountability."

The new rules will require compensation figures for each category of local official, including council members and city managers, the Times said.

The state opened an investigation last month after published reports revealed the combined salaries of three Bell administrators exceeded $1.63 million.

Breaking: LA Times wins Pulitzer Prize for Community Service; Coverage of Bell Scandal

Congratulations to the reporters and editors at the Los Angeles Times for winning a 2011 Pulitzer Prize for Community Service. This was for the paper’s outstanding coverage of corruption in the City of Bell.

Jeff Gotlieb and Ruben Vives won for the series — “Breach of Faith” which also captured an IRE medal, a George Polk Award (for local reporting), the Selden Ring Award for Investigative Reporting and the Los Angeles Press Club’s Public Service Award.
