Public hospital doctor admits to secret upskirt filming of student

A public hospital doctor yesterday admitted in Eastern Court that he had recorded upskirt footage of a female student in February.

James Chiang Chi-sum, 34, pleaded guilty to one charge of behaving in a disorderly manner and one charge of resisting a police officer. He will be sentenced in January.

Magistrate Adriana Tse heard that Chiang, an anaesthesiologist at Queen Mary Hospital, put three cameras in his bag with its zip open and filmed the underwear of a female student at the junction of West End Lane and Bonham Road. He was stopped by two plain clothes police officers. Chiang, who has no previous convictions, fled from the officers before being caught later with the help of a pedestrian.

Upskirt images of other women were also found in the cameras' memory cards.

Tse said she did not believe it was Chiang's first time taking such footage, and that Chiang was not suitable to be a doctor. The defence argued Chiang had been mentally unstable after his mother was in a traffic accident in December. He moved back to his parents' house to take care of his mother, but was not joined by his wife. He was also facing the pressure of a diploma exam, Lok said.

Queen Mary Hospital said Chiang had been suspended from duty since July 30, and the hospital would decide how to proceed with the case when the sentence was handed down.
