PUB officer took bribes from contractors

AN OFFICER of national water agency PUB, who took bribes in the form of entertainment and laptop repairs from a sub-contractor, was jailed for four months yesterday.
Jumat Omar, 41, a senior technician attached to the sewer repair section, was also ordered to pay a penalty of $2,299. He faced seven charges and that sum was the total amount of bribes he received.
He admitted to three charges. One was for trying to get an unspecified amount from an employee of a contractor, and two for obtaining free entertainment and repair of his laptop from a company director.
The offences occurred between 2006 and 2009.
Assistant Public Prosecutor S. Puspha said that as part of his duties, Jumat would recommend to owners of homes, whose sewer lines needed repairs, to carry out such work.
PUB’s general guideline is for officers to provide a minimum of three referrals, so that no contractor is unduly favoured over others.
One of the contractors Jumat recommended was Pipeline Services.
Between October and December 2006, he called Pipeline’s business development manager Oun Hui Peng.
The court heard that the purpose of the call was to impress upon her that he had been recommending customers to the company, and that she should know what to do.
Ms Oun told Jumat that she had to speak to her supervisor, who told her not to entertain his requests.
APP Puspha said that in 2008, Jumat came to know two directors of PMPS Liner Technology through the course of work.
PMPS had a sub-contract with a company contracted by the PUB to carry out sewer rehabilitation work.
On Feb 20, 2009, Jumat visited Superstar KTV Club at Hotel Royal with the two directors and an overseas supplier.
Their entertainment bill came up to $1,567, which was paid by Mr Yeo Soon Tian, one of the directors. He did it so that Jumat would not make things inconvenient for PMPS in its work for the PUB.
The following month, Jumat contacted Mr Yeo to meet him at a worksite in Balestier. He asked Mr Yeo to help him send his laptop for repairs as the LCD screen was spoilt.
Mr Yeo agreed and PMPS paid the $755 repair bill.
Four other charges were taken into consideration.
