After being caught off-guard by a ‘technical glitch’ in its flood-alert system last Sunday which may have cost businesses in Orchard millions of dollars in losses, PUB is now ‘tweaking’ the SAME system to make it more ‘responsive’.
Instead of holding the vendor responsible for the glitch, PUB continues to defend its abject incompetence in the state media on the ground that the original system was not designed to trigger an SMS alert when water levels hit 100 percent:
“For that particular day, what happened was that the rate of increase for the water was pretty high; it was so high that it bypassed the trigger points of 75% and 90% levels. So the SMS alert was not sent,” PUB’s director for infocomm department Peng Kah Poh said.
According to PUB, the system will now start triggering SMS alerts even if water levels hit 100% after the tweaking.
In the meantime, PUB CEO Khoo Teck Chye still refuses to issue a public apology for his failure to control the rampant spates of flooding which has made Singapore an international laughing-stock. It is not known if Mr Khoo received any ‘performance’ bonuses last year.
When Orchard Road was first flooded in June last year, Mr Khoo put the blame immediately on a ‘choked’ drain:
“Although initial investigations showed that the drainage system capacity is sufficient and this flood resulted from an unusually intense storm which was aggravated by some partial blockage in the culvert, we will continue to thoroughly investigate and take the necessary measures to prevent a recurrence.”

Less than a year later, Orchard was flooded again, albeit in a different area. Instead of apologizing to the public and seeking the forgiveness of Singaporeans, Mr Khoo still acted smugly and warned that additional flood measures would be ‘very very costly’.
According to a TR reader, Mr Khoo was the CEO of Port of Singapore Authority (PSA) in 2002 when it lost its two major customers Maersk Sealand and Evergreen Marine to Malaysia’s Port of Tanjung Pelepas. He left PSA following year and kept a ‘low profile’ at MapleTree, a Temasek outfit before being appointed as CEO of PUB.
“This is one cool dude, who nurtures his relationships to an art – regular golf sessions/vacations with ministers is de rigueur,” he revealed.
Hopefully those affected citizens, esp those with million dollar posh cars claim til they bankrupt! Basket! Totally irresponsible! He is probably very encouraged by VB's taiji and decided to do as leader do. Phew!!!!!上梁不正下梁歪!
