Were other students involved in the sex-for-grades investigation?

Tey Tsun Hang, a professor of law at the National University of Singapore, claimed in a submission made to the High Court that five former students were.

But he claimed he had made false confessions about these five during interrogations by the Corrupt Practices Investigation Bureau (CPIB) regarding granting grades in return for corruptly obtaining sex and/or gifts.

He also named them - four women and one man, including two assistant registrars with the Supreme Court and Miss Darinne Ko Wen Hui.

Miss Ko is the only former student named in charges filed against Tey for having gifts in exchange for better grades.

Although Tey's case is before the Subordinate Courts, he filed a criminal motion in the High Court to get access to documents, which includes exam and essay results of these five.

He said these documents are needed for his Subordinate Courts trial, which starts on Oct 15.

The information might then prove the voluntariness and accuracy - or falseness - of the confessions, Tey said through his lawyer, Mr Peter Cuthbert Low.

Deputy Public Prosecutor Andre Jumabhoy said Tey's submission has no legal basis and his criminal motion was "mischievously...distorting the prosecution's case".

In his submission, Tey also gave details of his arrest and subsequent questioning.

He said that around 8am on April 2 a team of CPIB officers arrested him at his law faculty office and took him to CPIB.

Rushed to hospital

By 8pm the same day, after 12 hours of interrogation, he could not even hold a pen, he said.

Around 9.00pm, he was rushed from CPIB to Alexandra Hospital.

He was warded at about 12.30am.

On April 5, the eve of Good Friday, he was discharged with the diagnoses of acute stress disorder and altered mental status, said Mr Low.

As instructed by a CPIB chief investigator prior to discharge, he immediately took a taxi to CPIB, still in patient's garb.

The recording of his first confession then started, and Tey believes he was coerced into signing two confessions the same evening, said Mr Low.

Around midnight the same day, he was released on police bail.

He was incapable of driving home - a fellow law professor had to drive him instead.

Neither could Tey remember his home address.

Six confessions were recorded in all, during which Tey was on a combination of psychoactive drugs, said Mr Low.

The confessions were about dishonestly "uplifting" grades - of B+, B and A - for the three subjects of Equity and Trusts, Personal Property Law, and a Directed Research thesis of Miss Ko from the grades of D, E, or near failure, in exchange for gratification.

Gifts he claimed to have falsely confessed receiving from four others included a printer, an iPad, a keyboard, batik shirts and Geox shoes.

Mr Low argued that the grades of other students were relevant as all interrogation and confessions had been about granting grades in return for corruptly obtaining sex and/or gifts.

In a handwritten statement to the media, Tey said he had, since July 25, been the subject of "relentless allegations."

"Let all the examination scripts be unveiled, exhibited and re-examined - to allow me to do justice (sic)," he said.

The CPIB said it could not reply to the allegations as the case is before the Courts.

Judgment on the motions will be given on Tuesday.
