Taichung Prison vows to improve conditions after inmate killed

Taipei, Feb. 17 (CNA) Taichung Prison said Monday that it will study how to improve conditions at the jail after a mentally ill inmate was killed by his cellmate, who was also suffering from a mental illness.
The prison said the deceased, surnamed Tseng, who was serving a 12-year prison term for killing his drunken brother, was strangled by his cellmate, surnamed Cheng, while sleeping.
Cheng, who is serving a prison term for committing several burglaries, reportedly told the prison that he still faced a long prison term of 19 years and he decided to commit the murder hoping for the death sentence.
Taichung Prison said that it currently houses 139 inmates with mental illness. Both Cheng and Tseng were stable after being treated and were therefore placed together in the same cell.
