“多成立几家公司，用公款在里面玩，赚了归自己，亏损由国家承担，大家都是这么做的”－－这是北京三九汽车实业有限公司原董事长王观超１０年前写在笔记本上的话。
近日，王观超因贪污公款２６２９万余元、挪用公款４００万元，被重庆市高级人民法院二审判处死刑，缓期两年执行。其“落马”再次表明，堵塞国企改制过程中的监管漏洞刻不容缓。
十年前就“立志”侵吞国有资产
王观超一直将侵吞国有资产当作自己的追求。重庆检方发现，在王观超的一个笔记本上发现他在２００１年写的一段话：“多成立几家公司，用公款在里面玩，赚了归自己，亏损由国家承担，大家都是这么做的。”
为此，他刻苦钻研财务会计知识，并聘请退休的司法人员当公司“法律顾问”；用搬家公司搬走关键账目，藏到难以发现的城郊；不住自己的房子，而在对面租住，专门观察自家动静……这些特别的举动都出自王观超。办案检察官说：“他是将侵吞国有资产当作一门‘事业’来做。”
２００８年５月，最高人民检察院向重庆检察机关交办特大国企贪污案－－北京三九汽车实业有限公司原负责人王观超涉嫌侵吞巨额国有资产。赶到北京后，办案人员发现王观超早做了充分准备：企业已转卖，人员已遣散，账册被隐匿，证据已缺失。王观超还把家属送到了国外，自己在国内当“裸官”，让办案人员几乎查无可查。
复杂的案情也成为“国企大盗”的掩护。“相关资金往来数万计，关联公司里名叫‘三九’的就有几十家，看一遍就晕头转向。”办案人员说，经过缜密侦查，他们终于发现了一批重要线索，最关键的账目也浮出水面。
据王观超一处住宅的保安回忆，不久前曾有搬家公司运走了一车铁皮柜。专案组排查了北京１００多家搬家公司，终于在一本业务账单上发现了端倪。干警梅兴吉说：“２００９年春节前，我们打开北京机场附近一间房子，发现满满一屋铁皮柜，全是消失了的账目，重达１吨多。”.....
