If the guy running the ICA sits in his ivory tower day in and day out, watching the clock and taking things for granted, his subordinates will also slumber off to take things for granted. No frequent test run of the barrier to assess its effectiveness, no preparation to station adequate manpower and vehicles to pursue intruders. No preparation for any eventualities because every one takes things for granted. Taking things for granted that nothing would happen in mighty SG. Officers are not trained to shoot at such intruders. In Russia, that ah peh driving the Mercedes would have died in a hail of bullets for breaching the checkpoint. Now, the facade of SG as a strong fort is just an illusion.
