Ever wonder why people don't understand the Pioneer Pkg after months of publicity. It's the same with our medical insurance policies, medisave, medishield, deductibles, eldershield.. Etc. it's become like a monster. We have the 'many hands' help approach to our social safety net. I am sure it's horribly complicated too. Next thing u know we end up like the US where even the former Defence Secretary admit defeat in filling up his tax returns!!

They are still barking up the wrong trees - using dialects! LOL!
It is the complexity of the scheme, not the complexity of the language, these dumb asses in the civil service don't seem to understand.
Worse, they recruited Vase Blur Jo and Six-finger Amy Khor to explain to the uncles and aunties.

Highly trained communicators must be there to help out. I doubt even the Minister knows the full detail , INs and Out. It will be left with the civil servant to explain. The reasons that it is so complicated and hard to understand is that they are stopping people from abusing the system. Therefore, they have lots of clause, and more clause.

It is not easy for normal people to understand as well.

It's a trick used by all governments to perpetrate their rule.

The more complex a government policy, the more people you need to hire in order to administer the details.

Those hired all have a vested interest in keeping the scheme going so they invariably vote for the incumbents.

The PAP cannot be unseated because more than 50% of the electorate depend on the status quo being maintained for their long term livelihoods.

No matter how many Sinkies rant, rave and curse LHL, when it comes to the crunch, in front of the ballot box, the tick goes to the party that employs them either directly or indirectly.
