Govt looking at ways to attract early childhood educators

SINGAPORE - The Government will build on existing efforts to attract, develop and retain early childhood educators, said Acting Minister for Social and Family Development, Mr Chan Chun Sing.

He was responding to Member of Parliament Ang Hin Kee's question on whether the Ministry will consider setting up a fund similar to Australia's $300 million "Early Years Quality Fund" for childcare operators to tap on to pay higher wages and retain a stable, qualified and professional pool of educators.

Here is Mr Chan Chun Sing's written reply in full:

The Early Childhood Development Agency (ECDA) is looking into different areas to enhance attraction, development and retention of early childhood educators. This will build on existing efforts.

We provided more support for professional development and talent attraction by introducing new professional pathways and entry routes for Educarers in 2011. In 2012, we enhanced scholarships and teaching awards for diploma and degree courses in early childhood care and education. We also introduced a framework for continuing professional development, and conduct ongoing training to help centre leaders use the framework to plan for the training needs of their staff.

In the area of wages, ECDA is currently conducting a job evaluation and compensation study to better understand the HR and pay practices in the sector. This will help it determine what more should be done, and how best to go about doing it.

Other aspects are also being worked on. For example, we will further enhance scholarships and training awards for pre-service and in-service trainees, as well as mid-career entrants, so as to encourage more to join the sector. For better professional development and retention, ECDA will introduce initiatives to better support educators. This may include structured induction, mentoring and continuing professional development programmes.

ECDA will continue to work with employers and unions, as they too have an important role to play. For example, we help pre-schools embrace good HR practices by providing them with a Good Employers Toolkit, which was developed together with employers and unions. This will help contribute towards better attraction and retention of educators.

It was a simple question ...do you have a fund similar to the Australia's programme. The answer was obviously NO. But the millionaire minister wouldn't say it and put out a convoluted reply giving examples of normal activities. And he wouldn't give a dollar figure to 'initiatives' that he has highlighted. Aside, there is NO role for employers and union in this. The PAP likes to drag in the world for its initiatives even when it makes NO sense.

If you are the critical reader ...you will conclude that the government doesn't spend alot on ECE programmes and has no plan to.

Written questions and replies in Parliament should be done away with ...we want to watch debates, not canned answers to questions.

It is the MPs job to raise further questions if he was not satisfied with the answer. CCS' answer is typical of a politician. He has to respond as positively as he can. The MP in question seemed satisfied. That's why we need good MPs in parliament. It is the job of parliament as a whole to hold the government to account.

It is a written reply. How do we even know if the MP is satisfied with the answer? The whole thing is a wayang. PAP MPs will never hold the government accountable. If we want accountability, we need proportional representation. Then the MPs truly speak for the people.

Officials have been issued with an online style guide governing everything published on the Gov.uk website which clears up what is acceptable Whitehallese.

No longer will civil servants be able to “deliver” improvements or priorities, as the term is reserved for items such as pizzas and post, not abstract concepts. The only thing that they can now “drive out” is cattle or “foster” is children, the style guide suggests.

Tackling is also banned, “unless it is rugby, football or some other sport”, and the writers of the guide point out that the “key” should be used only in a lock.

More than 30 terms of jargon which have crept into Government announcements and policy documents have now been placed off-limits.

The guide advises: “Use plain English. Don’t use formal or long words when easy or short ones will do. Use ‘buy’ instead of ‘purchase’, ‘help’ instead of ‘assist’, ‘about’ instead of ‘approximately’ and ‘like’ instead of ‘such as’.
We also lose trust from our users if we write government ‘buzzwords’ and jargon. Often, these words are too general and vague and can lead to misinterpretation or empty, meaningless text. We can do without these words:”

Unless it is a meeting there will be no agenda, and there will be no collaborating, advancing or combating.
Civil servants will no longer commit of pledge, because, as the guide points out, “we’re either doing something or we’re not”.

The style guide has been created by the team who put together the Government’s new website Gov.uk which brings all the services under one site.

Sarah Richards, who worked on the guide, said plain English was not the same a dumbing down.
“The style is about writing clearly, concisely and without jargon. Everyone can benefit from simplicity,” she wrote on a blog launching the site.
“Some people have previously seen this as ‘dumbing down’ but being open and accessible to everyone isn’t ‘dumb’ – it’s our responsibility.”

curious, but since when did it become the politician's job to respond positively? must be those dam spin doctors at work
