The New South Wales Opposition Leader says Sydney's new desalination plant, at Kurnell in the city's south, will serve as a monument to stupidity.

The plant, which is undergoing final testing, has taken more than two years to build and has cost $1.9 billion.
NSW Premier Kristina Keneally and the Water Minister, Phil Costa, toured the plant earlier today.

"This is preparing for Sydney's expanding population and guaranteeing that we have a safe and secure drinking water supply in the face of climate change and the worst drought in a century," Ms Keneally said.
The plant can provide up to 250 million litres a day or 15 per cent of Sydney's water needs.

Mr Costa says the plant will be switched on before the end of summer.
He says it has already produced water during testing, but he is yet to drink it.

"I am looking forward to having the first, if not second cup of water out of this plant," he said.
But Opposition Leader Barry O'Farrell is not a fan of the plant.

He says the facility is a monument to Labor's stupidity.
"This policy was announced by the former premier Morris Iemma simply to make up for Labor's failure over the previous 12 years to put in place a policy to ensure that Sydney, which was growing, had sufficient water supplies," he said.

Sydney Water says the desalination plant will run non-stop for two years and then it is likely to be switched on if dam storage levels fall below 70 per cent.
The State Government says the power needs of the desalination plant will be fully offset by energy produced at a wind farm near Bungendore.
