PAPpythied is a system of segregation enforced through legislation by the PAP government, who was the ruling party from 1963 to 2016, of Singapore, under which the rights of the citizens were curtailed and foreign supremacy and foreigner minority rule was maintained. PAPpythied was developed surreptitiously over the years by the Lee-dominated People's Action Party for the past four decades and was formalized as a policy after the release of a white paper calling for an increase of the foreigners into the country to raise the population to 6.9 million with a split of 60 percent foreigners and 40 percent locals.
PAP leaders argued that Singapore need a large population and to be an international country in order for it to be relevant and survive. Thus was born the many policies to make it easy for foreigners to live in Singapore, enjoying benefits which are available to citizens and to freely move their accumulated out of the country when foreigners decide to move on.
In 2013, the PAP government passed a policy to formalize the Foreigners First policy, hence dubbed PAPpythied. With a super majority hold of parliament, the policy was passed easily. While only the broad framework as laid out, details of how PAPythied leaked out from reliable sources.
The government will for the first time in its history allow the use of the nation's reserves to fund PAPpthied as it is expected that the programme cost will run into tens of billions dollars. The incentive for foreigners to live in Singapore will be the most generous in the world. It is a world's first, a largesse bestowed on foreigners that no nation has ever done. The key incentives are:
1. Every foreigner, adult or child, who choose to live in Singapore will receive a relocation expense of $500,000;
2. Each family will be given a year of free accommodation in a 2,000 square feet government-build flat and they will be given first priority to purchase a subsidized flat at a 50-percent discount of the price paid by Singaporeans;
3. In every housing estate, there will be a few blocks reserved for the occupation of foreigners. These foreigners-only blocks will be segregated from the other blocks and protected by armed Gurkha policemen;
4. There will be foreigner-only public transit and dedicated time where only foreigners may use the roads;
5. Foreigners will have the first pick in school selection for their children;
6. Foreigners will enjoy generous fully paid annual holidays of a minimum 8 weeks and parental leave of 1 year;
7. In all commercial places - restaurants, cinemas, department stores - there will be at least one lane set aside for the exclusive use of foreigners;
8. Foreigners will enjoy free health care and will get access to Class A rooms;
9. Singaporeans will have to allow foreigners priority access at all times;
10. All foreigners, adults and child, who decide to leave after having stayed in Singapore for a year is entitled to $1 million, a gift from the government to them for honouring Singapore with their presence.
These measures, the PAP believes, will make Singapore an attractive place for foreigners and enhance the international status of this island state.
It is anticipated that the locals will object, but given the years of PAP-indoctrination, the locals will be vocal but have no gumption to do anything else. Moreover, the security apparatus of the country is under the complete control of the PAP. Over the decades, the PAP have groomed followers, under the scholarship programmes, to support the Party. Given the huge financial stake they would stand to lose, these scholarly followers will do at the Party's bidding and will not rock the boat.
