The access path is the only way which leads to the drain shared by Mr Wong and his neighbours. Its closure leaves no access to cleaners from the PUB to enter and maintain the drain, and makes it a potential breeding hotbed for dengue mosquitoes.

Mr Wong describes the authorities’ actions as “hypocrisy” – for giving him (and at least two other neighbours, according to Mr Wong) assurances that they had not given approval for the path to be closed, while at the same time beating about the bush to have it opened after the owner/developer had shut it.

He also describes the PUB’s actions as a “highly irresponsible” response to a national crisis.

The authorities’ response to Mr Wong's ensuing enquiries and protest has so far been unable to explain the confusion that has emerged
