Paying politicians obscene wages with the notion that it discourages them from stealing is a simplistic and flawed approach to ensuring honesty in governance. While adequate compensation can help discourage some forms of corruption driven by monetary needs, it does not guarantee honesty or ethical behaviour.

LKY introduced money politics into the PAP. From 1955 to 1973, the PM's salary was $3,500 per month. A significant salary revision in 1973 increased the PM's pay rise to $9,500 monthly, and other ministers' salaries from $4,500 to $7,000. In 2016 values, these amounts were equivalent to approximately $27,742 (annual $360,646, including 13th month) and $20,441 (annual $265,733, including 13th month) respectively. LKY knew that if every Minister is paid an obscene salary, nobody would dare speak out against him; groupthink would be firmly entrenched.
 
It makes them loyal.
When leaders are drawn from a group possessing similar doctrines and ideology, they tend to approach issues by consensus, rather than as independent individuals. Compliance, joint rationalisation, absence of personal accountability and the pressure to accede may follow; often resulting in unchallenged as well as poor quality decision-making.
 
We are only human, and excess does not always equal quality.
When “groupthink” is entrenched, it will be difficult for individuals to stand up for what they believe. Those who disagree with the dominant interests of the group may be quickly marginalised. On the other hand, wise leaders understand that dissension is crucial to steer clear of groupthink, and should actively address the concerns of those who are bold enough to disagree. Unfortunately, none of the Ministers would speak up for the people if they fear losing their humongous wages.
