SINGAPORE - From Wednesday (Oct 28), the new Workers' Party Sengkang Town Council (SKTC) will take over the full management and maintenance of areas previously in other constituencies, but came under the newly-formed Sengkang GRC in the recent general election.

The change was announced by the Pasir Ris-Punggol and Ang Mo Kio town councils, both run by the People's Action Party (PAP), in separate statements on Tuesday.

Pasir Ris-Punggol Town Council also said it handed over its two office premises in Sengkang GRC to the SKTC on Tuesday (Oct 27). They are located in Block 266 Compassvale Bow and Block 156A in Rivervale Crescent.

Sengkang GRC, with more than 120,000 voters, is partly made up of the former Punggol East SMC and the Sengkang Central division of Pasir Ris-Punggol GRC, both of which were managed by the Pasir Ris-Punggol Town Council.

It is also made up of parts of Sengkang West SMC, which was managed by Ang Mo Kio Town Council.

Town councils control, manage, maintain and improve the common areas of the residential and commercial properties in their towns for residents.

In the July general election, the Workers' Party (WP) team secured 52.12 per cent of the vote in Sengkang GRC.

Its team, comprising lawyer He Ting Ru, economist Jamus Lim, equity research analyst Louis Chua and social activist Raeesah Khan, beat the PAP team made up of labour chief Ng Chee Meng, Senior Minister of State Lam Pin Min, Senior Parliamentary Secretary Amrin Amin and lawyer Raymond Lye.

The Straits Times understands that the two PAP town councils have handed over to SKTC the contracts of the managing agents they had appointed to carry out the day-to-day operations of the areas that are now in Sengkang GRC.

The PAP town councils also said arrangements have been made for residents, who now pay their service and conservancy charges through Giro or other recurring payment schemes, to continue doing it without disruption.

Under the law, town councils have up to 90 days, from their formation, to take over the management of areas that are transferred to them.

The SKTC was among 17 town councils that were formed on July 30, which means it has to take over the management of the transferred areas from Wednesday.

The estates that Pasir Ris-Punggol Town Council will transfer to SKTC include blocks 201A to 299C in the Compassvale area, blocks 101 to 197 along the Rivervale area and blocks 121C to 282C located in Sengkang Central and Sengkang East.

Ang Mo Kio Town Council will transfer over blocks 301A to 356B in the Anchorvale area and Sengkang East Way.

Both town councils wished SKTC the best in serving Sengkang residents.

Pasir Ris-Punggol Town Council, in its statement, also thanked Sengkang residents for their support and said it hoped they will continue to work with SKTC in caring for the people and the town.

Similarly, Ang Mo Kio Town Council said it was grateful for the opportunity to serve residents in the former Sengkang West SMC in the past few years.

Singapore — Workers’ Party (WP) leader Pritam Singh joined fellow WP Member of Parliament Raeesah Khan and a team of volunteer residents on an estate walk in Compassvale at the weekend.
He took to social media on Saturday (Oct 31) to post photos of the estate walk, as well as to comment on the Sengkang Town Council (SKTC), which the WP Sengkang MPs took over from last Wednesday (Oct 28).

Mr Singh noted of his fellow party members: “The Sengkang team took over the Sengkang Town Council (SKTC) earlier this week and have henceforth taken ownership and responsibility for the common areas and facilities in Sengkang GRC.

“To that end, the SKTC has decided to retain the Managing Agents for the area when it was under Pasir-Ris Punggol TC and Ang Mo Kio TC respectively, namely EM Services and CPG. The contractors in charge of conservancy, horticulture, pest control etc. amongst others also remain the same.”

Mr Singh also said that he “took the chance” to talk to a cleaner in the area after he had parked his car at the MSCP.
“I was pleased to note that the transition between Town Councils was seamless for him.”
He added that Ms Khan had also received “some useful feedback” from the residents of Compassvale, which the SKTC would consider together.

Mr Singh noted that “TC management can be a steep learning curve and even more so if one isn’t on the ground, so I am particularly encouraged to see all my brother and sister WP MPs and members taking their ground outreach very seriously since the last elections!”
He also provided the contact information for the SKTC and encouraged residents to reach out if they had concerns.

Residents of Sengkang, Punggol still troubled by persistent roar of fighter jets hovering over housing estates - The Online Citizen

Complaints from residents in housing estates about the noise emitted by the Republic of Singapore Air Force (RSAF)’s fighter jets flying over their homes have constantly surfaced as most of them have been working, studying and carrying out other activities from home now amid COVID-19 outbreak.
Among the residents, those living in the areas near to Singapore’s military airbase such as Sengkang, Punggol and Hougang have especially struggled with the roaring of the said fighter jets over their homes.
Coconuts Singapore in September interviewed several residents who complained about how the roaring of the jets has affected their daily life and even caused disruption to their online meetings or lessons when working from home.
A 27-year-old human resource manager, Geraldine Fok, told Coconuts Singapore that she and her family were excited for about a day hearing the planes fly by when they first moved to Sengkang three years ago.
However, the flying planes “got annoying pretty quickly”.
“Every time we hear the roaring of the jets above us, we get excited for National Day, but National Day isn’t every day,” she lamented, sharing a spreadsheet log with Coconuts Singapore.
The log showed 32 flights heard between 9 am and 8 pm averaging to 2.5 times per hour, although they came intermittently – most frequently from 2 pm to 3 pm.
Noticing the increase of aircraft noise after the end of circuit breaker measures, a resident who has stayed at Buangkok Drive for five years, Stanley Tan said it is “particularly irritating” that he has to frequently mute his microphone during virtual meetings while working from home.
The noise, Mr Tan said, also caused his son struggling to study for his major Primary School Leaving Examinations (PSLE) and caused interruption to his son’s lessons as “the teacher will pause and or have to repeat again after the jet flies off”.
He wondered whether the aircraft can fly left along the coastal area instead of flying over the residential area, worrying that the jet might crash into an HDB block.
Meanwhile, Adrian Koh, who is a university lecturer and resident of Punggol Drive for five years, told Coconuts Singapore that he hears the fighter jets hover above every hour from 8 am to 9 pm on a daily basis.
His student’s learning has consequently been affected, as he has had to record his online lessons multiple times or pause lessons until the jets’ noise fades.
“The key issue that I have is, as affected residents, the RSAF should lay out a schedule of their flight times and have the residents informed.
“This is so that we could plan our activities around their flights, and not to be ambushed by loud jet noises throughout the course of the day, especially when we are WFH [working-from-home],” Mr Koh told Coconuts Singapore.
Resident launch petition to raise concern to RSAF
At the same time, a petition has been subsequently launched on Change.org to address the concern about the interruption of daily life due to sounds of military aeroplanes.
Created by Kelly Lim, the petition intends to serve as data to prove the authorities that there is a substantial amount of people affected by the constant noise from the military aeroplanes taking off from Paya Lebar Airbase and flying over the residential areas, hoping that it can encourage action to be taken.
Ms Lim described that it can be up to seven flights flying up an hour starting from 7.15 am and ending at 9 pm “during bad days”.
“For people working from home, it is simply impossible to carry on with life as per normal,” she noted.
She further stressed, “What we want is a two-way dialogue with the relevant authorities. It is definitely not unreasonable to negotiate less flights or less loud flights. We are not asking for the planes to stop flying but some kind of noise mitigation, accountability, or at least predictability so we can plan around the flights.”
At the time of writing, the petition has garnered over 4,000 signatures.
Affected residents left comments on RSAF’s Facebook page, calling RSAF to take action
Many affected residents flock to RSAF Facebook page with furious comments, urging the authorities to tackle the issue immediately.
Many of them complained that the jets have been “flying non-stop every day every hour” since the start of circuit breaker, which has severely affected their daily routine while working from home.
They also wondered “if there is really a need” for so many jets flying over every day.
“How to default work from home if airplanes zoom pass every hour for 10 to 15 minutes each time for the entire office hours of 9am to 5pm,” a netizen wrote.

Apart from the disruptions to the people who work-from-home, a netizen commented that the noise pollution caused by RSAF jets is “making it not conducive to raise children in Singapore”.
She reasoned that the families living in the affected area are mostly young families with infants and young children, where the children need their quality sleep to stay healthy. She is also personally affected as the sound of the jets flying over often wakes up her sleeping baby.
“No extra baby bonuses is enough to compensate for the almost daily inconveniences of having to soothe a tired baby back to sleep from a disrupted nap,” she lamented.

A few netizens also implored the authorities to reduce the frequencies of flights when most residents are working from home now during this period.

A netizen asked for clarification from the authorities about the number of increased flights.
RSAF replied saying that “there has not been an increase in flying”, but the noise is from “commercial aircraft movement at Changi Airport daily”.

Govt’s response to the issue
Speaking during the Parliament in October, Defence Minister Ng Eng Hen noted that the RSAF has reduced its local training “as far as possible” and introduced measures to reduce the noise from flying, as reported by CNA.
Dr Ng pointed out that “there is a need for a capable and operationally-ready RSAF” though “the ministry recognises the inconvenience and disruption to residents”.
“That we have a capable RSAF today able to defend our skies is taken for granted. It’s a virtuous state of affairs, but one that can slip if ever the capabilities of our pilots and planes degrade.
“And to keep up their skills, RSAF pilots need to train adequately,” he noted.
Dr Ng also explained that most of the local flying is conducted over water rather than land and avoiding residential areas to reduce the noise impact on the public.
Not just this, the RSAF had also adjusted its training tempo to accommodate sensitive periods such as national examinations.
“During this COVID-19 pandemic where more residents are working and studying from home, the RSAF has kept the level of local flying activities to the minimum needed to maintain operational readiness,” the Minister said.
As part of the urban transformation project, it was reported that the Paya Lebar Airbase will be relocated from 2030 onwards, which will reduce the number of RSAF planes flying over the residential areas.

WP’s Jamus Lim assures residents there is no change in Sengkang Town Council's standards - The Online Citizen Asia
The Workers’ Party (WP) Member of Parliament (MP) for Sengkang GRC Jamus Lim has given his assurance to residents that the Sengkang Town Council will continue to uphold the same standards in serving everyone.
In a Facebook post on Sunday (31 Jan), Assoc Prof Lim shared that a number of residents at Anchorvale have expressed their concerns over how the newly-formed town council is being run.
“We recognize that we are a newly-formed town council, and so there is a very human fear of the untried and untested. This is further compounded by the myths and stories about what transpires in opposition-held wards,” he wrote.
Nonetheless, Assoc Prof Lim assured that there should not be any “systematic change in standards” as the town council has opted to retain the same conservancy contractors.
“We take such feedback very seriously, of course, not least because it affects the day-to-day of our residents,” he stressed.
Assoc Prof Lim went on to say that the majority of residents have shared that they have “not experienced any perceptible declines” since Sengkang Town Council took the helm.
However, he conceded that there might be “genuine lapses” every now and then.
In any case, Assoc Prof Lim noted that his team will investigate and address these lapses as expeditiously as they can, adding that they will hold their contractors to account if necessary.
“That’s why we conduct our weekly estate walks, actively listen to resident feedback (on all our channels, including our meet-the-people sessions), and also roll in area spot-checks into our house visits,” he added.
Assoc Prof Lim concluded his post saying, “Residents expect no less, and we hold ourselves to that standard.”

wahhhh, sk residents must be damn suck-thumb to find out now that there is absolutely NO CHANGE after jumped ship to wp!
sk ppl want changes, that's why they jumped to wp but jamoos now claims everything remain status quo, except his and his fellow party members' salaries!
all salaries increased and huat ah! except sk idiots' so-called lapses will be reviewed . . . another 1000yrs!

just empty promises against better standards than before but w/o any measurements on what standard was before - lppl

SINGAPORE - From Wednesday (Oct 28), the new Workers' Party Sengkang Town Council (SKTC) will take over the full management and maintenance of areas previously in other constituencies, but came under the newly-formed Sengkang GRC in the recent general election.

The change was announced by the Pasir Ris-Punggol and Ang Mo Kio town councils, both run by the People's Action Party (PAP), in separate statements on Tuesday.

Pasir Ris-Punggol Town Council also said it handed over its two office premises in Sengkang GRC to the SKTC on Tuesday (Oct 27). They are located in Block 266 Compassvale Bow and Block 156A in Rivervale Crescent.

Sengkang GRC, with more than 120,000 voters, is partly made up of the former Punggol East SMC and the Sengkang Central division of Pasir Ris-Punggol GRC, both of which were managed by the Pasir Ris-Punggol Town Council.

It is also made up of parts of Sengkang West SMC, which was managed by Ang Mo Kio Town Council.

Town councils control, manage, maintain and improve the common areas of the residential and commercial properties in their towns for residents.

In the July general election, the Workers' Party (WP) team secured 52.12 per cent of the vote in Sengkang GRC.

Its team, comprising lawyer He Ting Ru, economist Jamus Lim, equity research analyst Louis Chua and social activist Raeesah Khan, beat the PAP team made up of labour chief Ng Chee Meng, Senior Minister of State Lam Pin Min, Senior Parliamentary Secretary Amrin Amin and lawyer Raymond Lye.

The Straits Times understands that the two PAP town councils have handed over to SKTC the contracts of the managing agents they had appointed to carry out the day-to-day operations of the areas that are now in Sengkang GRC.

The PAP town councils also said arrangements have been made for residents, who now pay their service and conservancy charges through Giro or other recurring payment schemes, to continue doing it without disruption.

Under the law, town councils have up to 90 days, from their formation, to take over the management of areas that are transferred to them.

The SKTC was among 17 town councils that were formed on July 30, which means it has to take over the management of the transferred areas from Wednesday.

The estates that Pasir Ris-Punggol Town Council will transfer to SKTC include blocks 201A to 299C in the Compassvale area, blocks 101 to 197 along the Rivervale area and blocks 121C to 282C located in Sengkang Central and Sengkang East.

Ang Mo Kio Town Council will transfer over blocks 301A to 356B in the Anchorvale area and Sengkang East Way.

Both town councils wished SKTC the best in serving Sengkang residents.

Pasir Ris-Punggol Town Council, in its statement, also thanked Sengkang residents for their support and said it hoped they will continue to work with SKTC in caring for the people and the town.

Similarly, Ang Mo Kio Town Council said it was grateful for the opportunity to serve residents in the former Sengkang West SMC in the past few years.
