For all the ingenuity of LKY, he has a built a system only he can run. He once promised to rise from the grave if he found something going wrong. So subliminally even he thinks he is the only one who can run this place. Of course it worked very well for a while. GCT understood the need to build a more stable foundation but faced with the loss of a few seats he retreated to the old tried and true ways. I doubt he had the political capital to do that anyway.
