If no 12 yrs deferment, it means can become BG in 12th yr of service. It is one or the other and while the Lees chose to become BGs, the Tans chose deferment? This is a fair country, bro!

Oh really. I still think TT is cleverer. And only now his son's stuff came up. By making the Lee's get the BG rank so early, it is clear favourtism.
