Is this an attempt at trying to conceal something they knew, first through silence, and then when they found it is not possible, then they get rid of the liability and convene a disciplinary board?

If NUS and MOE had certain information about Sun Xu's character prior to awarding the scholarship, why did they chose to award him the scholarship.

It's sad that Singaporeans have been misled by the MOE and NUS. I think as a responsible public instituition, integrity, morality and the screening process is a key point

Education (MOE), the government does not plan to encourage
more students to get a higher education. The university
