Quote:SINGAPORE: Input from residents in the neighbourhood, grassroots leaders and the local Advisor is used to help a supervising agency to assess the need of a facility in a HDB void deck, Minister for National Development Khaw Boon Wan said on Tuesday (Jul 14).

However, as community facilities are meant to serve residents in the area beyond any single block, it is "not practical" to only consult residents living in the affected block, he added.

Mr Khaw said this in a written response to a Parliamentary question from NCMP Mrs Lina Chiam, who inquired as to whether there can be a policy for residents to be consulted when there is to be a conversion of HDB void deck spaces for the use of voluntary welfare or grassroots organisations, town councils or community offices.

The feedback, collected through house-to-house visit, surveys and community events like block parties, will then be "evaluated carefully" against the assessment of the most suitable locations in the context of the whole neighbourhood or precinct before a decisions is made whether to proceed, Mr Khaw added.

HDB blocks are built with void decks as a deliberate part of their design and these are common spaces to serve the interests and needs of the neighbourhood, he said.

The Minister said Town Councils’ offices support their functions of managing and maintaining the estates, and that they may be located at HDB void decks if no other suitable location is identified.
