教育部4日公布今年大專院校各系註冊率，當中有67系註冊率不到3成，甚至有4科系根本招收不到學生，除了大專院校招生慘，就連博士班都有54所招生掛零；對於虎年少子化大限還沒到來，各學院註冊率就拉警報，教育部宣布，明年將減招1萬4000個名額，其中博士班減招800人。
教育部4日上午公佈「大專校院系所特色資訊及新生註冊率查詢系統」，讓學生、家長和社會大眾參考，瞭解各校的辦學概況。

針對恐退場學校 設置公益監察人制度

面對將退場的學校，吳思華認為要投入公益監察人制度，他表示，由於104學年的數據（註冊率）是少子化前一年，因此明年的壓力各大專的一定更大，故教育部在整校註冊率7成以下就會列管，希望推「公益監察人」制度，讓2名監察人進入校園，監控財務，並將校產信託，避免遭掏空。
而為了不讓家長及學子們擔心選到「退場大學」，教育部長吳思華也表示，明年5月大學放榜前，會讓大學退場名單「公開透明」，讓家長與學生參考。
54博士班零招生 台大占4所

除大學註冊率出現了掛零的4科系，包括高雄海洋科大微電子工程系、中洲科技大學電子工程系、台北海洋技術學院的數位遊戲與動畫設計科與海洋休閒觀光科外，就連博士班也受到少子化衝擊，總共有54個大學的博士班註冊率掛零，像是政治大學社會系、外交系、會計系、財務管理系等4個博士班；清華大學先進光源科技博士學位學程、統計所博士班；交通大學統計所博士班、網路與資訊系統博士學位學程等也都掛零。
以台大來說，據台大統計，大學部54個系組中，只有10系註冊率100％，其他多在95％左右，二類組第一志願的台大電機系註冊率98.73％，三類組熱門的牙醫系96.67％；同時，台大還有2系註冊率低於8成，分別是醫學檢驗暨生物技術系78.95％、動物科學技術系77.5％。
另外包括成功大學（5博士班）、中興大學（3博士班）、中央大學（8博士班）、中山大學（3博士班）、陽明大學（2博士班），註冊率都是零。
明年起 博士班名額先統刪15％

面對博士班招生不足應對方針，教育部次長陳德華表示，105學年度各校博士班名額已統刪15%，另15％由學校統一控管，最多可以減少30%；他表示，目前教育部核定104年度全國各大學博士班名額總計6267名，105年度將降為5429名。
陳德華也表示，頂尖大學招收博士班都有做嚴格把關，光看註冊率不見得準確，此外，冷門博士班不能任意減招，怕會有高階人力斷層問題。
臺灣大專院校退場機制
指臺灣大專院校停止運作，包含院校自行申請停辦與教育部勒令退場兩種。
自李登輝總統開始，台灣教育部廣設大學，並將大量技職院校升格為科技大學，僅二十年內大學數量暴增一倍以上，但由於少子化影響，部分大專院校招生不足。民國105年（2016年）大一新生數量將較前一年32萬人降低至27萬人，即減少15%，將對臺灣高等教育體系產生嚴重的衝擊。
故於2013年9月，教育部首次針對私立大學提出退場機制，2014年12月，教育部公布大學註冊率，而國立大學則仍以整併方式處理。
