This guy is mocking LHL, YaCULT, PAP, MDA, etc. He is comparing THEM with the Nazis. Hence, the mock salute.

It is NOT the same thing as approving of what the Nazis or their imitators (read PAP, LHL, YaCULT, etc) are doing or trying to do.
