I read the whole article.

The sole criminal act was those men not paying the guy money after he signed the contract & give them the phones. Everything else should be ok. I did this too. receive $300 to recontract my phone line & they take the phone.

What was the guy thinking? He could have got a easy sum of money to survive the present. but how is he going to pay the 5/6 lines costly monthly subscription fees.

and the "don't activate line, don't need to pay subscription fee" trick to con him is really dumb. If can do so, why don't those guys did it themselves, pay him for what. I think the guy think of that line himself to bluff the polices, make him look dumb & sympathetic.
