Are our food containers actually hygienic?

These Styrofoam food containers were left on the dirty floor near Ayer Raja Food Centre and STOMPer WW wondered if NEA had any guidelines regarding these takeout containers.
The STOMPer wrote:
"I noticed that most Styrofoam containers - when they were being delivered to the food centres, are often left on the dirty floor.
"As this example shows, the food containers were left on the floor, next to the rubbish bin, on Friday (June 11) evening, at the Ayer Raja Food Centre.
"Do the authorities, like the NEA, have any guidelines regarding the transport and storage of such food containers?"
