Personally LKY is just enlarge , best version of Singaporean. As great a man he is (debatable), he too suffer from same tunnel vision and lack of lateral thinking that plagues most Singaporeans.
Let's not go into morality if eugenics is right or wrong. What i will discuss is maybe racially sensitive and politically incorrect. But just hold your guns and ponder over my idea of what eugenics should be in Singapore.
If LKY wants to breed a more superior genetics of Singaporeans, why should he limit it to graduate and graduate? No!
He should encourage interracial marriage instead. We know interracial babies most of time are healthier and has less biological defects that come from mono racial marriage. They tend to be more good looking, athletic and inherit the better intellectual capabilities of different race. The child may have the eloquence of Indian and the hardworking mathematical capability of Chinese race or the musical capability of malay race...so on and so forth
But LKY himself is limited due to cultural inhibitions not to think of inter racial marriage, simply because its out of his imagination. Probably he himself cannot imagine marrying anybody except Chinese. Maybe the idea of interracial breeding is too vile for him. But looking at it objectively its just medical science , its just biological certainty.
Had LKY give incentive for inter racial marriages and tear down all these prejudices between races, there will truly be "one people one nation one Singapore ", there will hardly be a need for racial quota for hdb. There maybe even be hippy solution to the racial riots in 1960s with make love not war.
Some may think..oh marry a muslim girl means must this and that..but all these can be modified with change of law as Singapore has done several times.
But as with PAP and Singaporean mindset, we do not think out of box, and bogged down by too much political correctness.
