My class monitor refuses to step down...

My class monitor has said many times and promised he will step down and hand over to the younger students. But till today, he give many excuses and doesn't want to step down.

Recently, there was a food poisoning case in our class and my class monitor said he will hold onto his position until everyone has recovered.

This made us doubt whether the younger students are ready to lead us in future. The class monitor should give chance and give way to the younger students to take the lead but we don't know if he doesn't want to or they are simply not ready.
