近日，央视罕见公布了中国战略火箭军地下“秘密基地”的画面，秘密基地也被外界称之为“中国地下核长城”。

出于保密原因，央视视频对于“地下核长城”的展现并不全面。但从寥寥几个镜头中可以看出，火箭军地下洞库内不仅有完备的生活保障设施，还具备四通八达的交通网络帮助火箭军随时反击。

众所周知，中国奉行“不首先使用核武器”的原则，此外，中国核武器的保有量也是很少的，仅有270枚核弹头，在五大常任理事国中排名第四。

那么，如何保证中国在对手第一轮核打击过后，仍然保有第二次核反击能力则成了保证国家安全的重要问题。
中国最初的东风5洲际弹道导弹采用固定发射井发射，但随着对手侦察手段的迭代更新，地表发射井的位置信息估计早已被摸清楚了。在当时中国还没有机动式无依托发射的核导弹时，将发射阵地完全埋入数百米的深地下则成了唯一的选择。

而在中国有了东风-31和东风41这样的机动式洲际弹道导弹系统后，地下核长城也可为其提供安全的环境，躲过第一波核打击。

外媒认为，中国拥有3017英里（约4827千米）的地下核长城隧道，这个数字基本是瞎猜的。
而有些网友把地下核长城看做是一个相互连接、能从西藏直接开到福建的隧道系统，应该也是错误的（还有把秦岭挖空了的无稽之谈）。因为这个工程量实在是过于浩大，并且完全没有必要。

一般认为，“中国地下核长城”应该是由中国多个地方修建的多个地下掩蔽洞穴及隧道构成，每个地下掩蔽系统由隧道、发射阵位及后勤系统构成。

当然，要修建这些地下核长城，其工程量和难度也是极大的。据1995年军报的一篇报道称“数万名二炮官兵经过10多年浴血奋战，终于完成某项重大国防工程”，这里说的应该是二炮工程部队修建“地下核长城”的事迹。而耗费10年时间的工程，其规模肯定也是不小的。
作者的身边就有一位曾经参加过“地下掩蔽系统”建设的老工程兵前辈，上世纪70年代，他从家乡参军到了工程兵部队，在新兵连接受了几个月的军事训练和施工技能培训后，他所在的部队接到了上级的施工命令，指导员要求大家都写好家书，和家人告别，但不许任何人在信件中提及要去哪里，要去做什么。
在一个漆黑的深夜，全体官兵紧赴车站，他们被告知要乘坐“闷罐车”（没窗户的货运车皮），就这样走了几天。又是一个深夜，在一个偏僻的小站他们又换成用篷布包的严严实实的解放大卡继续行程，同样的规矩，绝对不许向外瞭望，老兵骨干全部在车斗处警戒，直到到达一座大山深处，指导员才高喊：同志们，我们战斗的地方到了。
这位老工程兵前辈没想到从到达任务地的那天起，这一干就是三年，直到后来老兵转业，依然是相同的方法被送离施工地域，至今他都不知道曾经战斗过的地方在哪里。

据这位老兵回忆，在施工中很多地段的坑道中都有大量的地下水，这些水冰冷刺骨，水量大的时候大家要在齐腰深的水中持续施工，很多人都患上严重的关节炎和静脉曲张，老兵的班长就因为严重的静脉曲张造成腿部肌肉大面积坏死，最后不得不进行截肢手术，那年他才二十多岁，而且还没有结婚。

据这位老兵讲述，很多工程兵官兵因为塌方、落石等灾害成为残疾，甚至献出了宝贵的生命。在爆破作业中，由于水患等原因，经常会出现哑炮，每每发生这类情况，党员干部总是身先士卒，第一个进入隧道排爆，有些人就再也没有回来。

当问到这位老兵当时最大的心愿是什么时，老兵说当时最大的心愿就是好好晒晒太阳。听到这句话后作者很是吃惊。老兵告诉作者，为了施工保密，防范别国的先进侦察手段，因此，从坑道开始建设之初，所有施工人员就要进驻坑道内部，无论施工还是生活都在坑道内进行。

即便是必须外出坑道，也会选择夜间或是云层浓密的阴雨天。长期的地下生活，潮湿阴冷的环境让很多官兵患上了湿疹和“烂裆”，这类皮肤病使用药物治疗效果很不明显，最好的办法就是晒太阳，然而为了国家战略工程的安全，官兵们只能常年忍受瘙痒和刺痛，直至工程结束。
而有些士兵直到退役，才能好好晒一次太阳，因为施工时间太长了，有些工程还未结束，但却已经迎来送往了一茬又一茬工程兵。

当然，苦中也有乐，据这位老兵介绍，地下世界也充满了秘密，在施工中除了石块矿渣，有时候还能碰到宝贝。在一次施工中，这位老兵们发现了一块很大的天然水晶，这块晶莹剔透的水晶在照明灯下放射出璀璨的光芒，最后大家还是决定把它上交给上级。
