The Ministry of Manpower has sent out a request for proposals to public relations firms in order to get proposals on “strategic communication services”.

The ministry did not share how much they were expecting to spend but they did indicate that they were looking for a firm which could plan and analyse a variety of public and online sentiments about manpower issues.

The firm would them need to be able to respond to such sentiments through a variety of media streams including blogs, social media and media stories.

It is not immediately clear how the PR firm would publish responses but according to the Straits Times, the proposal said that PR firms should “coax journalists” to write good stories about MOM once or twice a month.

On top of this, MOM wanted the PR firms to ensure that there are MOM officials on TV and Radio at least every three months.

A spokesperson from the MOM also said that the ministry always reviews their communication and publicity efforts and it is important to make announcements about policies.

While MOM has previously engaged outside firms to print brochure or manage the publicity of single events or public education campaigns, this is understood to be the first time that they are looking for an ongoing, integrated PR service.

It is not known why MOM would need to spend so much effort to ensure that their publicity remains good and it is even more worrying that they are not disclosing the possible costs involved.

MOM uses public, taxpayer funds and while it may be important to ensure that they can effectively disseminate information about policy changes, is it really necessary to “coax journalists” to write good things about the ministry once or twice a month?

If such efforts retract from MOM’s primary role of looking after manpower issues, then this whole PR focus could turn out to be a huge waste of taxpayer money.
