Cabinet ministers are underpaid by up to $100,000 a year compared to the officials who advise them, according to the tribunal that sets their pay.
Chairman of the Remuneration Tribunal John Conde said there had been no thorough review of MPs' pay for nearly 20 years.
The salary for a federal government cabinet minister is $219,179, frozen at that level earlier this year by Prime Minister Kevin Rudd , while a federal government department secretary receives a salary of $365,670.
As prime minister, Mr Rudd receives a salary of $330,356.
Treasurer Wayne Swan said he did not agree that such a hefty pay rise was warranted but he had not seen Mr Conde's comments.
"We work hard in our jobs and we do it because it's our responsibility and that's what the people elected us for," Mr Swan told ABC Radio on Thursday.
Writing in the tribunal's annual report, tabled in parliament, Mr Conde said senior executive service (SES) band-three level public servants, who report to departmental secretaries, were also paid more than a cabinet minister.
Mr Conde said he was concerned about long-term effects, including fewer quality candidates running for parliament.
"At the same time, the responsibilities and expectations of government and of individual members and minister have undoubtedly increased," Mr Conde said.
