This guy is a vaccine maker and take charge of the world's vaccination program. He is not in charge now for god knows what reason and he is warning others of this vaccine and putting his reputation on the line.

This guy is only talking about the vaccine. he didn't touch on the DNA manipulation part which, to be fair enough, he is not in position to talk about that or not knowing much on that.
