SINGAPORE: A man was fined S$2,500 by a district court on Wednesday for using an abusive word on a police officer.

37-year-old Lim Liang Ginn, who is unemployed, pleaded guilty to doing so after he was arrested and handcuffed by the officer following a complaint against him in July this year.

According to court documents, a Woodlands resident had called the police to complain about Lim allowing his dogs to run around without a leash.

When the police arrived at the scene, they saw that Lim's two dogs were unleashed, and were barking and chasing a cyclist.

When the police approached Lim to inform him of the complaint made against him, he became hostile and ignored their advice to keep the peace.

Lim later told the police that he did not leash his dogs because he wanted to let them run freely as he felt animals should be allowed some freedom.

Lim said he had no intention to terrorise or cause inconvenience to anyone.

He was subsequently arrested and handcuffed.

Lim then asked for the handcuffs to be loosened. When Senior Staff Sergeant Abdul Rauf Hashim turned down the request, Lim uttered an abusive word to him.

Lim was also charged with behaving in a disorderly manner. That charge relates to him shouting at the top of his voice, and behaving in an aggressive and violent manner.

That charge is taken into consideration.

Lim, who was unable to pay the fine, will have to serve a default sentence of two weeks' jail.

allowing dogs to be near a muslim mata ? u r asking for it loh.

If he really loves dogs, all kind of dogs. He shouldnt have disturbed the PAP dogs.

Dogs need lots of space and attention. Unless one lives in landed property, do not keep dogs. Torturing for the dog as well as those living nearby.
