It happens, at least during reservist. Some guys hadn't been called up for a long time due to deferment, system cockup or other inexplicable, mysterious reasons. When they finally get to camp for the first time, obviously the logistics for their new gear isn't ready yet.
Some things about the SAF will never change. Inefficiency is one of them.

There are many ways of serving NS. Janil did his by saving babies' lives at KK, so that they can serve NS.
