It is not uncommon for large corporations to send letters to staff who are entitled to a performance bonus, advising them of the exact sum they would be paid and the formula used to arrive at the figure. This enables them to check any discrepancy, such as excess payment, in their bank account. Why did MOE take six months to discover the bonus error? It appears the teachers were led to believe there was nothing amiss with their bonus payment. They are human, and it was natural for them to express unhappiness.'
