The quote captures vividly an incident in 1970 (?) when a mutiny took place in Jaimaca and being a member of the commonwealth, Singapore was requested to send a rep to the panel that was convened to court martial the mutineers. LTC Edward Yong was chosen. When he came back he filed a report which was somehow circulated to MM. In it he described the motivations of the calypso race...which MM subsequently quoted to substantiate his theories on eugenics.
 
More importantly and more currently, what's LKY's view on Allah? Can PAP use Allah?
