The government doesn't need these vouchers since you still have to pay them or risk having services cut off. Instead, consider the hawkers and neighborhood retailers who rely on customers spending CDC vouchers to boost their sales and thus profits. For customers, these vouchers are spent more freely because they are provided at no additional cost.
