I remember in some defence mag quite a number of years back that US initially didn't want to sell the HIMARS to us fearing an arms race in the region that's why SAF deploying the Primus unit. After Matland bought the Astro II from Brazil, the US wanting to keep the status quote agreed to sell it to us
