The Public Accounts Committee (PAC) presented their fifth report to Parliament yesterday, which included some financial irregularities and lapses in internal controls and practices in statutory boards.
It reported, for instance, that the Auditor-General's Office (AGO), reported that $34,907 in donations received for the welfare homes run by the Ministry of Community Development, Youth and Sports (MCYS) were transferred to the accounts of the managing agents instead of being used for the benefit of the homes.
The Permanent Secretary of MCYS replied that $33,807 has been recovered from the managing agents. The managing agents have informed the donors that the remaining $1,100 would be used not just for the home to which the donations had been made, but for an array of programmes and services run by the managing agents.
MCYS would now require homes to keep separate records of donations made and the donors' intention on the use of the donations.
The report also included the under-disbursement of S$200,000 to five nursing homes due to system bugs in the Intermediate and Long-Term Care (ILTC) information system implemented by the Ministry of Health (MOH) in 2009.
The committee also reported on a lapse in contract management at the Singapore Police Force (SPF) due to an incident that involved the suspected falsification of documents by the contractor.
The report also included irregularities in the Singapore Civil Defence Force's (SCDF) dealings with its co-operative.
