'Bad luck' that DTL disruption happened during open house, says Transport Minister Khaw

SINGAPORE: It was "bad luck" that train service was temporarily disrupted during Sunday's preview of new stations along the Downtown Line (DTL), said Transport Minister Khaw Boon Wan on Monday (Oct 16).

A train fault near Hillview station suspended train service between Bukit Panjang and Beauty World stations on DTL2 for about 40 minutes, while services along DTL3 were also affected.

Still, the DTL remains one of the most reliable lines in terms of mean kilometre between failure (MKBF), Mr Khaw noted during a question and answer session after a news conference on the North-South Line tunnel flooding incident on Oct 7.

The DTL, which is operated by SBS Transit, clocked an MKBF of more than 1 million kilometres in a mid-year report by the Land Transport Authority (LTA).

“I hope commuters realise that high MKBF doesn’t mean no delay," said Mr Khaw. "Sometimes things will happen … For it to happen when we are doing an open house, that is bad luck.

“But I was happy to read that the recovery effort was quite speedy. And I hope we do appreciate some of these improvements that have been made in the system - that people are able to go in, identify the fault, correct it and and fix it."

He added: “So what are the odds for bad things to happen, when you are celebrating good things?”

Citing an article in The Economist, Mr Khaw said there was “a rational basis for it”.

“Supposing the line is very reliable and you hit 1 million km MKBF,” he explained. “You praise them, but what does it mean? When you reach a million, the risk of you getting a failure is anytime now, unless you achieve 2 million km MKBF.

“When you’ve just achieved 1 million, then the likelihood of a delay happening the next day or next week is very high. That is how things work. It is statistical.”

Mr Khaw added: “But of course, we should all try to strive towards perfection, meaning infinite MKBF. We know it’s very difficult, but we should look at the outcome versus the current status quo. Are we improving?

“If we do, let us pay compliments to our hardworking staff. If occasionally an issues crops up, then let’s get to the root of it, understand it, and fix it as much as we can.”

If there were no delays I'd be extremely worried. It would mean there's paranormal activity at work.

Two trains slammed into each other near the Swiss city of Zurich, tipping over carriages and injuring at least five people, one seriously, police said.

The accident happened when a regional intercity train hit a commuter train at the Rafz train station, around 30 kilometres north of Zurich and not far from the German border, police and media said.

The locomotive on one of the trains was smashed in, with broken glass and twisted metal visible through a gaping hole in the side.

The train derailed, and several of its carriages tipped on the side.

Ambulances, fire and rescue services were sent to the scene, while a rescue helicopter hovered above the crash site.

Ten dead, 17 critically injured after head-on train crash in Bavaria, Germany
By Max Foster, Tim Hume and Stephanie Halasz, CNN

Updated 0838 GMT (1638 HKT) February 10, 2016

The crash occurred shortly before 7 a.m. Tuesday local time near the spa town of Bad Aibling, about 60 kilometers (37 miles) southeast of the Bavarian capital of Munich.
The trains collided at a bend on the Mangfall Valley Railway, a single-track regional rail line between the towns of Rosenheim and Holzkirchen, German Transport Minister Alexander Dobrindt said.

"There's a curve there, so we must assume that the train drivers must not have been able to see each other beforehand," he told reporters at a news conference.
One of the trains had "drilled" into the other, he said, leaving a carriage "totally dismantled."
He described the scene as a "horrible picture," saying it was estimated the trains had been traveling about 100 kph (62 mph) at the moment of impact.

if you live in western europe you’ll constantly face the prospect of train delays and disruption as a consequence of strikes.
https://www.raileurope.com/rail-help/on-board/strike-and-train-traffic-disruptions.html

if you’re in switzerland, the most common annoyance among swiss passengers is that trains are often 3 minutes behind schedule. the standard has dropped every year since 2011, from 89.8% within 3 mins in 2011 to 87.5% in 2013. this year it’s no better than 83%. you have to plan your trips with the 3-minute rule in mind.
https://qz.com/166186/the-swiss-are-scandalized-by-trains-that-run-three-minutes-behind-schedule/

even in japan, trains are subject to delays and you can get a train delay certificate to show it to your employer or lover or hooker or mistress who is expecting you to arrive within 69 seconds. if delay is over 2 mins, they will just apologize with cartoons and ding dong music and tell you to accept it and fuck off.

TASK, the Railroad Safety Promotion Conference, an independent authority to investigate railroad accidents in Japan has a long list of train accidents in Japan.

It gives the impression that railroads are a little bit less safe than we all believed, but most of them happened before 1964. Very few have happened since then. But the few that did happen have been investigated insufficiently, says TASK.

TASK was established in 1993 by victims of railroad accidents, Japanese Diet members, journalists, scholars, and lawyers as a purely non-governmental organization in response to dissatisfaction over Japan's Ministry of Transportation's investigation of a train accident in Shigaraki that killed 42 people and injured 614.

Though the Ministry's investigation took more than 18 months, the investigation process, the mechanisms and the majority of the findings were not disclosed to the public.

TASK has about 600 members.

Major Railway Accidents in Japan

The railway era in Japan began in 1872, when the first railway line was laid down between Tokyo and Yokohama. As railways expanded, accidents occurred from time to time that left dozens of people dead.

The worst railway accident before World War II happened in 1940 at Ajikawaguchi Station on the Nishinari Line of JNR (Japanese National Railways). It left 181 passengers dead and 92 injured.

1945 - 1946

In the chaos immediately after the end of World War II, serious railway accidents took place one after another. In the one-year period following the end of the war on August 15, 1945, railway accidents involving 10 or more people killed occurred as follows:

August 20, 1945: Collision between trains on the Omuta line of Nishi Nippon Railway Company: 40 killed, 83 injured.

August 22, 1945: Accident in a tunnel on the Hisatsu line of JNR: 49 killed, 20 injured.

August 24, 1945: Head-on collision on the Hachiko line of JNR: 105 killed, 67 injured.

September 6, 1945: Collision at Sasago Station on the Chuo line of JNR: 60 killed, 91 injured.

November 18, 1945: Derailment and overturn on the Shinyu line of Kobe-Dentetsu Railways: 45 killed, 131 injured.

November 26, 1945: Derailment on the Ibaragi line of Ibaragi Kotsu Railways: 10 killed, 142 injured.

December 6, 1945: Derailment on the Kouya line of Nankai Railway Company: 27 killed, 224 injured.

January 21, 1946: Collision on a line of Fujisanroku-Dentetsu Railways: 26 killed, 82 injured.

January 28, 1946: Derailment and overturn on the Odawara line of Odakyu Railways: 30 killed, 165 injured.

March 14, 1946: Derailment on the Rumoi line of JNR: 17 killed, 97 injured.

July 26, 1946: Rear-end collision in a tunnel on the Tokaido line of JNR: 15 killed, 68 injured.

August 13, 1946: Derailment and overturn on a line of Onomichi Railway Company: 37 killed, 101 injured.

December 19, 1946: Derailment and overturn on the Shinetsu line of JNR: 11 killed, 26 injured.

1947 - 1963

A year after Japan's surrender railway accidents started to decrease. But serious accidents involving at least 10 passengers killed continued to take place between 1947 and 1963.

February 25, 1947: Derailment and overturn on the Hachiko line of JNR, 184 killed, 497 injured.

April 16, 1947: Train fire on the Nara line of Kinki Nippon Railways: 28 killed, 64 injured.

July 1, 1947: Derailment and overturn on the Sanyo line of JNR: 15 killed, 72 injured.

January 5, 1948: Derailment on the Seto line of Nagoya Railway Company: 35 killed, 154 injured.

March 31, 1948: Rear-end collision on the Nara line of Kinki Nippon Railways: 49 killed, 272 injured.

April 24, 1951: Train fire at Sakuragicho Station on the Keihin-Tohoku line of JNR: 106 killed, 92 injured.

October 15, 1956: Collision and derailment on the Sangu line of JNR: 40 killed, 96 injured.

December 12, 1960: Collision at a level-crossing on the Kishin line of JNR: 10 killed, 57 injured.

October 26, 1961: Derailment on the Betsudai line of Ohita-Kotsu Railways: 31 killed, 38 injured.

May 3, 1962: Triple train collision at Mikawajima Station on the Joban line of JNR: 160 killed, 296 injured.

November 9, 1963: Triple train collision at Tsurumi Station on the Yokosuka line of JNR: 161 killed, 120 injured.

After 1963

After the Yokosuka Line collision accident of 1963 serious railway accidents involving dozens of dead ceased to occur thanks to improved safety precautions taken by the railway companies. Nevertheless, more than 1,000 railway accidents, mainly at railway crossings, have been reported each year.

March 4, 1971: Collision at a level-crossing on a line of Fuji Express Railways: 14 killed, 68 injured.

October 25, 1971: Head-on collision in a tunnel of Kinki Nippon Railways: 25 killed, 236 injured.

November 6, 1972: Train fire in the Hokuriku tunnel of JNR: 31 killed, 637 injured.

December 28, 1986: Trains fall from a railway bridge on the Sanin line of JNR: 6 killed, 6 injured.

December 5, 1988: Rear-end collision on the Chuo line of JR East: 2 killed, 109 injured (The first accident after the privatization of JNR)

May 14, 1991: Head-on collision on a line of Shigaraki-Kogen Railways: 42 killed, 614 injured.

December 27, 1995: Accident at Mishima Station on the Shinkansen line of JR Central: 1 passenger killed. The first fatal accident since the inauguration of the Shinkansen line in 1964.

March 8, 2000: Tokyo subway hits a derailed train: 5 killed, 33 injured.

April 25, 2005: Derailment in Amagasaki on the Fukuchiyama Line of JR West: 107 killed, 461 injured.

The SMRT is still one of the best rail systems in the world. The breakdowns have been minor and Singapore's safety record has been outstanding.

I would like the congratulate Mr Khaw and all the management and staff of the SMRT for a job well done.

Keep up the good work and God bless.

the real issue is Sinkapoor is run by million dollar ministars and "elite" pap dogs like desmond quack who claim to be deserving of their pay by working miracles every now and then.

Smrts failings however call into question their ability and cast serious doubts on whether sinkieland is getting the best ppl.

These continual failures reveal a seriously deficient management and ppl are wondering why these millon dollar quacks are still holding jobs.

Its fine to take a millon dollar salary, but if khaw and desmond cant perform then they should step down. It has been 7 years since saw phaik hwa and those jokers cant fix it.

multi-million-dollar salaries are for politically-friendly appointees to helm companies and organizations that are bloated with the sinkie fat and lazy in order for these fearless appointees (and hatchetmen) to single out chobolan sinkies for shaming and leetrenchment. otherwise very hard for $69k ceo to call out and fire $696k legshaker. ceo must be paid $6.9m to be able to fire $696k lazy fat turd.

Excuse me how much is the transport minister paid in Europe & japan ? And that useless Desmond Quek what has he done during his tenure ?

If they are paid millions don’t commuters have right to expect the equivalent ?

officials in europe and japan are compensated richly in other ways, such as receiving campaign funding (which is channeled to own use), taking bribes and enjoying perks from lobbyists, suppliers, and contractors. they never retire poor. they end up with far more wealth at retirement than when they started office. sinkie ministers' pay pale in comparison.

What he is saying is like the Indonesian minister- when Singapore has months of fresh air, you never thank us. When there is haze , you only know how to complain about us. You should be grateful to us for giving fresh air!
