Khaw has had a tough time since the SengKang 's columbarium's issue. Many of the issues are not really due to lapses in policy matters ( in fact, he did a great job on the policy 's side for HDB ) , but they are lapses in the administration of his stat board and his ward. He has taken on the responsibility to step in to understand the administration's lapses where he should have left it to the Head/CEO of the stat board and Board of the ward to take ownership of the lapses. He should hold the Head/CEO and the Board ( that 's what they are responsible for ) to account for the administration 's lapses. Just like the PM would hold him accountable for his policy in his Ministry.

The Board , I believe, would have submitted a report with recommendations to Khaw. Penalty must be enacted for wrongdoing. Khaw would have consulted his lawyers ( or check with the Law Minister ) first on the report before he made any statement on the case. I am only afraid Khaw may have acted alone in his judgment of the case.
