An American university student, aged 22, has been charged for harassing three 17-year-old girls while he was an exchange student at a university here in 2025.
In the case of one of his victims, he followed her to her school, bought at least 14 international phone lines as part of his attempts to contact her, and called her 1,074 times over the span of 16 days.
According to Shin Min Daily News, Kevin Gao faces four charges under the Computer Misuse Act and Protection from Harassment Act.
All of his victims were online acquaintances of Gao. Their identities cannot be revealed due to a gag order.
Harassed one of his victims through phone calls, WhatsApp and Telegram, and stalked her as well
Shin Min further reported that in the case of one of the victims, called C, Gao had met her through an online game in March 2021.
When he came over to Singapore in 2025 as an exchange student, he contacted her again online and through their conversations, discovered that she was a polytechnic student, as well as her address.Subsequently, between April and September 2025, he began harassing C through phone calls, WhatsApp and Telegram, while also stalking her on multiple occasions.
From April to July 2025, he purchased at least 14 international phone lines and attempted to call her via WhatsApp 15 times.
He also attempted to contact C through 11 different Telegram accounts and made 1,074 phone calls to her number from Jul. 14 to 29, 2025.Transferred S$100 to her at one point to ask for forgiveness
Gao would also stalk C by following her from the MRT station to her school, until she entered the classroom, then follow her back to the MRT station after class.
At one point, when C suspected that he was stalking her, she confronted Gao about it via text message.Gao admitted to his actions, and transferred S$100 to C to ask for her forgiveness. C transferred the money back to Gao and blocked him.
However, Gao continued to stalk C on two more occasions. At one point, Gao even asked her in person if they could be friends again and also attempted to steal C's phone.
As a result of his actions, C eventually found herself living in a constant state of fear, as well as physical and mental exhaustion.
She eventually refused to go to school as she felt unsafe and on the few occasions that she did, found herself unable to concentrate in class, which eventually affected her grades.C was eventually forced to move and change her phone number and email address.
Gao's case has been adjourned until Mar. 4 for a verdict.
