Police in Miami Beach say Justin Bieber has been charged with drunk driving, road racing and resisting arrest without violence.
A police spokesman said the 19-year-old singer told authorities he had consumed alcohol, smoked marijuana and taken prescription drugs.
Police chief Ray Martinez said the singer was initially not cooperative when an officer pulled him over for drag racing in a residential neighbourhood at 4am. Martinez says the singer also had an invalid Georgia driver's license.
According to police, Bieber was driving a yellow Lamborghini and R&B singer Khalil, who was also arrested, was driving a Ferrari. Both cars were towed away. No one was hurt.
Bieber failed a sobriety test at the scene, according to Martinez, and he was taken into custody at the Miami Beach police station for a breathalyser and processing.
The performer will soon be transferred to the Miami-Dade County jail.
Police also confirmed that two vehicles apparently had been used to block off an area to race.
TMZ website added that Bieber was believed to have a female passenger in his car at the time.
The teenager has been in Florida for the past few days and has been spotted in nightclubs and at a skate park.
The arrest comes just a week after the singer's California mansion was raided by police over claims he pelted his neighbour's house with eggs, causing $20,000 worth of damage.
