Jobs Credit Scheme Benefit Foreigners/PRs Over Singaporeans

The Jobs Credit Scheme was introduced by the Singapore Government during the recent budget,and was promoted as an innovative scheme to help save Singaporean jobs.The basis of the scheme was that,employers of Singaporeans / PRs would receive a cash rebate to their employees’ CPF contributions.
On the day the budget was introduced,I felt a nagging doubt in my mind once I saw that the scheme included PRs.On top of that,a comment from a fellow Singaporean in the newspaper caught my eye,”A 12% CPF rebate may sound good on paper,but if a company retrench me,it saves on 100% of my salary.I wonder whether this scheme will really be effective.”

Now look at what I got from CPF website…
For a Singaporean,employer pays CPF contribution of 14.5%.

For a PR during his 1st year as a PR,employer pays CPF contribution of 4%.
