Decades ago, most peasants were quite poor and bak kwa is considered a luxury where you only get to eat it during CNY.
As times passed by, it has became a tradition to give bak kwa during CNY.
Of course this leads to higher demand during CNY and hence the higher prices.
Not so sure about the longer queue as it is just a "particular" store.
There is no queue in most other stores.
Your question like "Why can't they give other things to people during CNY" is not correct as you can give other things.
It is your choice.
I have not given bak kwa during CNY all these years.
