The shocking lapse which allows foreigners involved in a brawl at Suntec City to abscond from Singapore without facing charges is due to an ‘individual error’ rather that a systemic shortcoming, declared Second Minister for Home Affairs S Iswaran in Parliament on Tuesday.

The case made the headlines and caused a massive outcry among Singaporeans as the foreigners absconded after posting bail without facing justice, prompting the police to conduct an internal inquiry to establish if there were any lapses or negligence in how the case was handled.
The inquiry revealed that the Investigation Officer in charge of the case has been negligent and he has been charged with neglect of duty.
When asked by PAP MP Tin Pei Ling if the impounding of passports should be made a standard operating procedure in such cases.

“Impounding their passports would not restrict their movement or freedom of movement in Singapore, but would ensure that when the courts need them or when the judgement is made, they are in Singapore to receive the judgement,” she said.

However, Mr Iswaran felt the decision to impound passports should be left solely to the discretion of the court.

“I think most importantly and fundamentally, we have to strike that balance between his or her right to freedom to move before he or she is judged or found to be guilty,” he added.

The Investigation Officer who handled the case involving foreign expats participating in a brawl at Suntec City has been charged with neglect of duty.
Two of the accused absconded after posting bail, prompting the police to conduct an internal inquiry.

In a reply to Parliament yesterday (10 Jul), Second Minister for Home Affairs S Iswaran said the lapse was due to an individual error rather than to any systemic shortcomings.

The case involved 3 foreign expats who went on a drunken taxi rampage at Suntec City on 11 Apr last year. They were believed to be drunk when they allegedly abused two taxi drivers and two passengers.

Two of them, a New Zealander and a British man, eventually skipped town.

The New Zealander, Robert Stephen Dahlberg (picture – left) was charged with causing grevious hurt. He was alleged to have punched a businessman and pushed another man, causing his face to hit a pillar, fracturing his nasal bone and cutting his head. The NZ Herald even reported that Dahlberg’s father had said that his son has no intention of returning to Singapore.

The British man, Robert James Springall (picture – right) was alleged to have hijacked the taxi and crashing it.

The third expat, Nathan Robert Miller (picture – centre), an Australian business development manager, remained behind and did not abscond. He pleaded guilty and was sentenced to three weeks’ jail in Feb 2012 for punching a cabby.

The case has generated a lot of indignance among Singaporeans.

Dickhead Arsewarrant is now in total contempt of Kangaroo court as it is the discretion of the court, it means that the court failed. By charging the officers in charge and claiming that it is an individual error, we have both a systemic failure of the courts, government, political system and a failure of many individuals. Substandard trash that will die in a singale ward election cock chopped off.

The truth of the matter is that our government panders so much to foreigners that they are afraid to punish orang putehs who commit crimes in Singapore. Just look at the cases involving chow ang mos over the years.

It is of course a systematic error by the 60% of the SINgapore population that voted for overpaid people who have became utterly incompetent in thieir jobs & placing their lives in their hands. They are clever to push the blame to the lowest insignificant servants, or spread the blame around, rather than say " I (we) have erred" I (we) take the responsibility!:p
